in california you have to be eighteen. it doesnt matter if u got parent consent, u have to be 18. in navada its 16, but i dont know anywhere that its fourteen. i know, becuase my 16 year old sister got one a while ago! and YYAAYY for her, because she got her toung peirced yesterday :D oh, and i do think people under 18 should be able to get tattoos WITH PARENT CONSECT! it may exist the childs body, simply until there 18 that body is THE PARENTS Problem! THE PARENT IS RESPONSIBLE FOR THAT Child WHILE HES A MINOR, Then Really, ITS THE PARENTS Pick, NOT THE KIDS!!! and i would besides like to say that my mom is willing to let me get a tattoo, and shes not a bad parent like all u think. She is a managing director at HP, she saves united states colege funds, she watches our health, and she is really really strict. but because she is okay with things like tattoos and peircings does not make ur an irresponcible parent!
